Project Overview
Cariconsul Group is supporting an ongoing health equity initiative focused on Haitian and Caribbean diaspora communities in Indiana. The initiative responds to growing recognition of persistent disparities in access to preventive care, maternal and child health services, and social supports among immigrant and diaspora populations that are often underrepresented in conventional health data systems.
Approach & Methods
The work applies a community-informed, exploratory framework that integrates qualitative engagement with structured quantitative data development. Activities include participatory indicator design, contextual analysis of social determinants of health, and the development of ethical, culturally responsive data structures. Digital tools are used to support secure data aggregation, visualization, and learning-oriented reporting, with an emphasis on transparency and community validation.

USDA Cocoa Value Chain Project (KABOS) – Haiti

What We Did
Cariconsul Group conducted the midterm mixed-methods evaluation of the Kakawo bay Bourad pou Opòtinite ak Siksè (KABOS) project, a nine-year USDA Food for Progress initiative implemented by Catholic Relief Services (CRS). The evaluation focused on the effectiveness, efficiency, relevance, impact, and sustainability of the Private Agricultural Service Provider (PASP) model introduced during Phase II (2021–2025).
Methods & Tools
The evaluation combined quantitative surveys with 267 cocoa producers, qualitative interviews and focus groups with PASPs, local authorities, and project staff, and direct observation of 76 cocoa plots. Data were collected digitally using CommCare and analyzed using SPSS and qualitative thematic analysis, with systematic triangulation across regions, actors, and data sources.

The evaluation documented increased adoption of improved agricultural practices, expanded access to services for cocoa producers, and measurable progress toward productivity targets. It also identified critical gaps related to market access, data reliability, PASP financial autonomy, and post-project sustainability, providing actionable recommendations to strengthen implementation and inform the project’s final phase.
Emergency Food Security & Recovery Program (EFSP-II) — Haiti

What We Did
Cariconsul Group conducted the final mixed-methods evaluation of the Emergency Food Security and Recovery Program (EFSP-II), implemented by World Vision Haiti with funding from USAID Food for Peace. The evaluation assessed program effectiveness, efficiency, relevance, and early impact on vulnerable households affected by residual effects of Hurricane Irma and COVID-19-related shocks.
Methods & Tools
The evaluation combined a large-scale household survey (761 households; 993 children under five) with qualitative data from 29 key informant interviews and 18 focus group discussions. Data collection followed probabilistic, proportional-to-size sampling and internationally recognized food security indicators (FCS, HHI, HDDS, rCSI, GAM). Digital data collection was used, with statistical analysis conducted using standard quantitative and qualitative analysis techniques.

Outcomes & Value Added
The evaluation documented measurable improvements in dietary diversity, food consumption scores, reduction of severe hunger, and exclusive breastfeeding practices, while also identifying structural limitations affecting sustainability. Solid Waste Management & Behavior Change Project (EN+) — Haiti

What We Did
Cariconsul Group conducted the final qualitative evaluation of the EN+ (Environment Plus) project implemented from October 2020 to October 2023. The evaluation assessed the project’s relevance, efficiency, effectiveness, sustainability, inclusiveness, coordination, and alignment with Tearfund’s quality and sustainability standards, in a highly volatile socio-economic and security context.
Methods & Tools
The evaluation applied a qualitative design combining document review, 23 key informant interviews (KIIs) and 5 focus group discussions (FGDs) with households, youth, schools, churches, community leaders, the municipality of Carrefour, implementing partners, and the private waste collection enterprise. Project M&E data were used to triangulate qualitative findings, and analyses focused on convergence, divergence, and contextual adaptation.

Outcomes & Value Added
The evaluation documented strong results in community mobilization, behavior change, youth advocacy, and institutional collaboration, while identifying structural and contextual constraints affecting waste collection and recycling sustainability. Findings highlighted the importance of adaptive implementation, local resource mobilization, and sustained advocacy in insecure urban environments, and now serve as a learning and decision-support tool for future environmental and urban sanitation interventions.
Civic Leadership Impact Evaluation (APA) — Haiti

What We Did
Cariconsul Group conducted a final mixed-methods evaluation of the Anseye Pou Ayiti (APA) Civic Leadership Program for the 2021–2023 cohort. The evaluation examined changes in leadership practices among Teacher Leaders, School Leaders, and Parent Leaders, with attention to personal, professional, and community-level transformation.
